1)Free Labor Consultation for Foreigners

Free Labor Consultation for Foreigners (Organized by the Chiba Bar Association) will be held on June 26th, 2020.

Available Language: Japanese, English, Chinese, Tagalog, Spanish, Thai and Portuguese

1. Date and Time: 6/26(Fri) 3:00p.m. - 5:00p.m.

2. Place: Chiba Bar Association Chamber
    Address: 4-13-9Chuo, Chuo-ku, Chiba City

3. Contents: Labor consultations will be handled by lawyers for cases such as:

  • Salary and overtime pay are not properly paid.
  • Layoff without any valid reason (or due to COVID-19)
  • Having trouble caused by harassment in workplace.
  • Accidents at the workplace.

※Event may be canceled depending on the COVID-19 pandemic situation.

2)Support for Continuing Employment for Foreign Workers

In order that foreign workers such as technical interns who have been dismissed and are having difficulties with continuing their training due to the spread of the novel coronavirus pandemic (COVID-19) can be re-employed or continue employment, permission is being given to obtain a “Designated Activities (Employment Permitted)” status of residence for a maximum of one year as a special measure for the time being.

Out of the below eligible persons, those who are having difficulty in finding a new occupation or job can receive assistance from the Japanese government by being matched with a recruitment agency.

<Eligible persons>

The following persons who entered into an employment contract* for a new occupation or job:

  • Technical interns who were dismissed and are having difficulties with continuing their training
  • Foreign workers who were dismissed and are having difficulties with continuing their employment training (Status of employment: “Specified Skilled Worker”, “Engineer/Specialist in Humanities/ International Services”, “Skilled Labor”, etc.)
  • International students whose preliminary offer of employment was cancelled, etc. *Only applies in specified industrial fields.

Please send inquiries to the nearest Regional Immigration Bureau or Branch Office.

3) Be Aware of Heat Illness

“Heat illness” refers to a state where the balance of water and salt in a person’s body is gradually broken, thermoregulation fails to function properly, and heat is accumulated in the body, due to being in a high-temperature and high-humidity environment for a long time. It can occur not only when you are outdoors, but also when staying indoors not doing any exercise or work. Heat illness victims may be taken to hospital by ambulance and in some cases die from it.

In order to prevent health problems caused by heat illness, each individual should have a correct understanding of heat illnesses, be aware of changes in their physical condition, and look out for those around them.

Heat Illness Symptoms

Dizziness, giddiness, numbness in limbs, muscle cramps, feeling unwell, headache, nausea, vomiting, dullness, despondency, feeling different than usual

Preventing Heat Illness

When indoors or outdoors, regularly intake water and salt or drink an oral rehydration solution* even when you do not feel thirsty

※Water with salt and glucose dissolved into it

4)The Declaration of the Lifting of the State of Emergency in Response to the Novel Coronavirus Disease

As of May 25, the Declaration of a State of Emergency has been lifted in all prefectures.

To Residents of the Prefecture

 Following the “Example of Practicing "New Lifestyle"” guidelines to prevent the spread of infection, please continue to abide by basic infection prevention measures such as avoiding the “Three C”s” (Closed Spaces, Crowded Places, Close-Contact Settings), making adequate distance between yourself and others, wearing a mask, and washing your hands.

 In the interest of preventing the spread of infection, please be careful when travelling between prefectures, especially between Tokyo, Kanagawa, Saitama, and Hokkaido.

Please do not visit facilities prone to cluster infections until the ban on visits is lifted.

The number of infections will be monitored even after the lifting of visiting bans to facilities, and if the number of infections increases beyond a certain point, facilities may be asked to go into lockdown again.

Example of Practicing "New Lifestyle"

(1)Basic Personal Infection Prevention

<The 3 basics to prevent infection>:(1)Maintaining a safe distance,(2)Wearing a mask、(3)Washing hands

  • Try to have 2 meters (at least 1 meter) of space between yourself and others.
  • Try to avoid having close face to face conversations.
  • Wear a mask when inside buildings if you are going out even if you do not have symptoms.
  • Wash your hands and face after getting home. Change clothes and take a shower has quickly as you can.
  • Wash hands for at least 30 seconds with soap

<Preventing Infection while On the Move>

  • Try to avoid going to areas where the infection is prevalent.
  • Avoid travel if possible.
  • Make a note of who you met with and where just in case infection breaks out.
(2)Daily Activities
  • Wash/disinfect hands
  • Abide by cough etiquette
  • Uphold air circulation
  • Avoid the "Three C's": Closed Spaces, Crowded Places, Close-Contact Settings
  • Check your health and take your temperature every morning. If you have a fever or show symptoms of a cold do not force yourself to go out.
(3)Daily Activities in Various Aspects of Life

<Shopping>

  • Make use of delivery
  • Go alone or with few people when not many people are expected to be out
  • Use electronic ways to pay
  • Try to avoid touching samples and the like

<Public Transportation>

  • Keep conversations to a minimum
  • Avoid going at crowded times
  • Travel by foot or bicycle when possible

<Eating>

  • Utilize take-out or delivery when possible
  • Sit next to, not across from, each other if possible
  • Keep talking to a minimum
(4)New Work Style
  • Utilize teleworking or rotation work
  • Go to work at different times
  • Hold meetings online

5)Information about the Housing Security Benefit

You may lose your current housing due to income decrease as a result of having left your job or closed your business two years ago or later, or resulting from your employer’s or your own business’ shutdown or some other reason.

As a measure for supporting those who are finding it difficult to pay the rent for their current housing due to income decrease resulting from business shutdown or something else, the government will pay your rent to your landlords through local municipalities for three (or up to nine) months. Please visit the self-reliance support centers in your area to apply for the Housing Security Benefit.

<Eligibility for the benefit>

Those who are under financial strain as a result of reduced working days or hours through no personal fault and those who are in such a situation due to a significant decline in job openings. See the following for examples:

(Example 1) A sports gym instructor who was working for four to five days a week, but who is currently working for two to three days a week because of the gym’s partial shutdown.

(Example 2) A freelance interpreter who was scheduled to work at a two-week event for guests from overseas, but who has found that the event was cancelled due to self-restraint request.

(Example 3) A worker who had two part-time jobs, but who currently has only one because the employer who provides the other job shut down the business due to economic slowdown.

(Example 4) An owner of an inn that received many reservations cancellations due to self-restraint request.

 

The above are merely some examples. Local municipalities are instructed to be flex handling claims for the benefit.
